EXTENSION OF THE PARTIAL UNDERTAKING OF HIGH-ALERT PREPAREDNESS

In response to the COVID-19 pandemic, the Government of Mongolia on 10 July 2020 has decided to extend the partial undertaking of high-alert preparedness and continue the temporary suspension of the entry of all passengers through all border checkpoints of Mongolia until 31 July 2020.

EXTENSION OF THE PARTIAL UNDERTAKING OF HIGH-ALERT PREPAREDNESS

In response to the COVID-19 pandemic, the Government of Mongolia on 30 June 2020 has decided to extend the partial undertaking of high-alert preparedness and continue the temporary suspension of the entry of all passengers through all border checkpoints of Mongolia until 15 July 2020.

PARLIAMENTARY ELECTION 2020 RESULTS

The General Election Commission of Mongolia concluded that the 8th parliamentary – State Great Khural election was held in accordance with the Constitution of Mongolia, the Law on Central Election Authority, the Election Law of the State Great Khural, the Law on Automated Electoral System and other relevant laws.

The official results are as follows: the Mongolian People’s Party (MPP) won the majority or 62 seats out of 76, while the opposition Democratic Party (DP) gained 11 seats and the remaining three seats were taken up by an independent N.Altankhuyag (former Prime Minister and DP leader), T.Dorjkhand, leader of the “Right Person Electorate Coalition” (National Labor Party, Mongolian Social Democratic Party and Justice Party) and S.Ganbaatar, Vice Chairman of the “Our Coalition” (Mongolian Revolutionary People’s Party, Civil Will-Green Party and Mongolian Traditional United Party) respectively.

The 2020 parliamentary election was conducted in a new legal setting with a multi-mandated and enlarged constituency, where 13 parties, 4 coalitions, 121 independents, a total of 606 candidates running.

Out of 2,003,969 eligible voters 1,475,895 or 73.65 percent participated in the election, which marked the largest voter turnout since 2000.

Out of the newly elected MPs, 13 or 17.1 percent of the total seats will be held by female members.

In accordance with the Election Law of the State Great Khural, the General Election Commission will submit the official results of the parliamentary election to the President of Mongolia and the Speaker of the State Great Khural, after issuing temporary validation cards for the newly elected members of the Parliament on 29 June, 2020.

 

EXTENSION OF BORDER RESTRICTIONS UNTIL 30 APRIL 2020

In response to the global wide and rapid spread of the COVID-19 pandemic, the Government of Mongolia has decided to impose the following restriction measures:

  • Extend the partial undertaking of high-alert preparedness until 30 April 2020,
  • Temporarily suspend entry of all passengers through all border checkpoints until 30 April 2020,

These restrictions do not apply to:

  • Accredited staff and their direct family members of diplomatic missions and offices of international organizations in Mongolia (to be quarantined for 14 days upon arrival)
  • Foreign nationals who are direct family members of Mongolian nationals (to be quarantined for 14 days upon arrival), and
  • International freight transport drivers and railway train personnel of Mongolia, Russia and China.

For applicants’ convenience, we accept applications submitted by (1) the applicant, (2) a family member or a friend on behalf of the applicant provided the applicant has signed authorization/consent letter, (3) visa courier agencies that comply with our visa requirements. The Embassy does not have provisions to process visa applications by post.

REMINDERS

Foreign nationals who wish to visit Mongolia must obtain visas of appropriate types corresponding to the purpose of their visit. Nationals of those countries which have concluded visa exemption agreements with Mongolia are not required to obtain a visa if the intended period of the visit is not beyond the period allowed under such arrangements. Applicants are advised that the visa officers are authorized to interview and demand necessary additional documents including employment confirmation and evidence of financial capabilities. The visa officers reserve the right to refuse a visa. If your visa is refused, the fee will not be refunded.

Obtaining a visa does not entitle you to enter the country. You are a subject to the immigration official’s clearance at the entry port as well as in the territory of Mongolia and liable for questioning if you are traveling for purposes other than that of stated in your application form.

Based on an intended use of a visa or in other word, designation, there are “entry”, “exit-entry” and “transit” visas. In general, everyone travelling less than 90 days is considered as a temporary visitor whereas those staying more than 90 days for either private or official purpose are considered as foreign residents. Private purposes include study, employment, investment, family-related stay, and other private businesses. Foreign diplomats, UN staffs, those of intergovernmental organizations and media people who are coming to work in their respective organizations in Mongolia more than 90 days and their family members are considered foreign residents for official purposes. An entry visa is issued for temporary visitors, residents for official and private purposes; an exit-entry visa is for residents of official and private purposes those leaving Mongolia temporary with the intent to return; and a transit visa is for those transiting through the territory of Mongolia.

Validity term of a visa, the length of time you are permitted to travel to Mongolia from the visa-issued date ranges between 90 days to one year depending on the number of entries of visa and so does duration or length of stay. Visa may be issued with single, double and multiple entries based on purpose of a visit and applicant’s choice. Duration of stay for entry visa with either single or double entries is up to 90 days, for entry visa with multiple entries for temporary visitors is 30 days and transit visa with single or double entries is 10 days. For instance, entry visa for temporary visitors is valid for 90 days with 30 day duration of stay.

A foreign national staying more than 30 days in Mongolia must register with the Immigration Agency of Mongolia in Ulaanbaatar or its local branches within 7 business days after arriving in Mongolia.

Tourist (J) visa with a single entry for up to 30 days:

Important notice: Applicants are advised that if you are visiting your friends and family or if you are a Mongolian applying with a foreign passport, the tourist visa does not fit into your travel purpose, so please apply for Family visit visa. Important notice: If you have officially renounced your Mongolian citizenship and applying for a Mongolian visa, you do not need a visa permission.

If you are a national other than Mongolian and visiting friends or family, you must provide invitation or “H” type visa permission approved by the Immigration Agency of Mongolia. Please do not come to the visa section until the invitation or permissions granted from the said authority.

Children under 16 must provide a consent letter from a parent who is not traveling together. A child with a Mongolian parent is entitled to have a 3month visa without permissions provided that the parent has officially renounced Mongolian citizenship. Copies of the birth certificate indicating parents’ names and a copy of the parent’s former citizenship documents are required.

If you are applying for one of International organizations “OU”, Investor “T”, NG or Humanitarian organizations “O”, Employment “HG”, Student “S”, Religious organizations “SH” or Migrant “TS” category visas, the Embassy will require the visa endorsement letter, as a supporting document that is arranged by your Mongolian host and approved by the Immigration Agency of Mongolia. Prior coming to the visa section, please enquire with the Embassy that your host has sent the endorsement letter.

*Visa fee and service charge:

The Embassy reserves the right to refuse a visa. In such cases, the visa fee and service charge are non-refundable and non-transferable.

The standard service fees (processed within 5 working days):

VISAS TO BE ISSUED ON-ARRIVAL IN MONGOLIA

1. Tourists who are coming from European countries where there is no Mongolian diplomatic presence are eligible to obtain on-arrival visa at the airport in Ulaanbaatar or Mongolian border points.

2. Transit visa can also be applied at Mongolian borders if the applicant is coming from European countries where there is no Mongolian diplomatic presence and has an onward flight/train ticket or obtained a visa if applicable, of the country he or she plans to visit immediately after Mongolia. (Transit visa allows for a stay up to 10 days in Mongolia)

Important notice: You must contact the relevant diplomatic mission whether your country is among the countries whose nationals are eligible to receive on-arrival visa before your intended travel to Mongolia.

General requirements for visa applications will apply for applicants requesting on-arrival visa.

To avoid longer processing times, travellers are advised to complete the application form prior to their arrival in Mongolia. Visa fee shall be paid on arrival.

3. Visitors coming to Mongolia for a purpose other than tourism may only be issued on arrival visa if the following requirements are met:

– Applicant is coming from countries where there is no Mongolian diplomatic mission

– You must have an inviting person/entity who must apply for your on-arrival visa approval at the Immigration Agency of Mongolia 14 days prior to your expected arrival (www.immigration.gov.mn)

– Official/government visitors may be issued on-arrival visa if an inviting government/public organization apply for your visa approval at the Consular Department of the Ministry of Foreign Affairs of Mongolia (www.consul.mn)

REQUIREMENTS FOR TEMPORARY ADMISSION OF MOTOR VEHICLES INTO MONGOLIA

According to national legislation, the following documents are required for foreign nationals, who are traveling with their vehicle into Mongolia:

1. Vehicle certificate

2. Passport of the vehicle owner (if the driver is not the legal owner of the vehicle, an owner’s notarized authorization letter is required)

3. Original copy if the vehicle has a Carnet document (CPD is an international customs document)

4. Contact details of the host in Mongolia (detailed information if the host is an individual). If the presented documents do not meet the requirements, vehicles are subject to customs clearance and tax deposit according to Mongolian law.

5. Once the vehicle is cleared by the Customs authority to temporarily enter into Mongolia, an endorsement sheet, sealed with the customs inspection stamp, will be issued to the traveller or vehicle owner. A traveller should keep the endorsement sheet in the vehicle and return the sheet to the Customs authority when exiting the border.

6. The Customs authority has a right to take necessary actions if the temporarily entered vehicle into Mongolia is not leaving the country.

ENTRY REQUIREMENTS FOR DOMESTIC PETS

The following documents are required:

Medical certificate
Vaccination, at least 14 days prior the arrival
No injection administered within 24 hours of arrival
If the above-mentioned requirements are not met, medical examination shall be carried out and if necessary, a quarantine will be imposed.

UPDATE: FOR THE ATTENTION OF VISITORS TO MONGOLIA

To prevent the COVID-19 outbreak and decrease the potential risks, the State Emergency Commission of Mongolia has decided to impose the following measures:

  • Close all border checkpoints between Mongolia and China until 30 March 2020,
  • Extend the suspension of all flights from/to South Korea and Japan, as well as flights between Ulaanbaatar and Irkutsk, Ulaanbaatar and Ulan-Ude until 28 March 2020,
  • Suspend all flights from/to Moscow, Berlin, Nur-Sultan and Istanbul from 12 p.m. on 11 March 2020 until 28 March 2020, and international passenger rail from 10 March 2020 until 28 March 2020,
  • Suspend passenger transportation through auto border checkpoints between Mongolia and Russia from 8 p.m. on 11 March 2020 until 31 March 2020, and
  • The Ministry of Foreign Affairs of Mongolia may facilitate the cross-border movement for foreign nationals wishing to return to their home countries via Russia through auto border checkpoints between Mongolia and Russia during the restriction period from 11 March 2020 until 31 March 2020.

NOTICE

ON MEASURES TO BE ENFORCED FROM 1 FEBRUARY 2020

In connection to the World Health Organization conclusion and advice and the decision by the Government of Mongolia, the below measures to be enforced from 1 February until 2 March 2020 in response to the novel coronavirus 2019-nCoV outbreak. Up to date, there are no confirmed cases of coronavirus in the country, however, Mongolia is considered to be at high risk.

 

  • Entry of foreign nationals into Mongolia through all border crossings with China (air, railway, auto roads) will be restricted.

 

  • Mongolian nationals will be allowed entry into Mongolia through road crossings of Bulgan-Takashiken in Khovd province, Zamyn-Uud-Erlian in Dornogovi province, Bayankhoshuu-Uvdug in Dornod province from 1 February until 5 February 2020, and through Buyant-Ukhaa (Chinggis Khaan International Airport) airport and Zamyn-Uud railway port from 6 February until 2 March 2020.

 

  • Foreign nationals are allowed to travel from Mongolia to China through Buyant-Ukhaa airport (Chinggis Khaan International Airport) and Zamyn-Uud railway port.

 

  • Mongolian nationals are prohibited from travel to the People’s Republic of China until 2 March 2020.

 

  • Restrictions will not be applied to truck drivers and their vehicles crossing the Mongolia-China border through Bulgan-Takashiken, Shiveekhuu-Sekhee, Gashuunsukhait-Gantsmod, Khangi-Mandal, Zamyn-Uud-Erlian, Bichigt-Zuunkhatavch, Bayankhoshuu-Uvdug border points.

 

  • No restrictions imposed on export and imports of goods and products.

 

Certain restrictions will be applied to issuing visas to foreign nationals applying for visas at the Diplomatic Missions of Mongolia in the People’s Republic of China during the above mentioned period of time.

 

Under these circumstances, the Embassy will be unavailable to provide express service of 1 business day. Only standard service of 5 business days will be in place.
